Ohio is a monopolistic state — coverage is bought through the state fund (BWC), not private carriers rated on NCCI codes.

In plain English: Ohiorequires employers to buy workers' comp coverage directly from a state fund rather than a private, NCCI-rated carrier. Since there is no NCCI-rated policy behind the coverage, our class-code analysis doesn't have anything to compare it against.
